Summary: Under the supervision of the Township Administrator, the Community Engagement Manager performs a wide variety of complex administrative, legal compliance, and specific event, communications, public relations, and marketing tasks which involve the exercise of discretion and independent judgment with respect to matters of significance to the Township focusing on Internal and External Communication Efforts.

The Community Engagement Manager directs and coordinates the overall internal and external communications, marketing, and public relations strategies of the Township.

Education/Work Experience:

  • Graduation from an accredited four-year college or university with a degree in business administration, public relations, public administration, communications or related field;

  • At least two (2) years of experience in similar positions.

  • Knowledge of internal and external communications as a means to engagement

  • Knowledge of branding and communications strategies

  • Ability to respond to routine inquiries from officials and public

  • Ability to handle confidential information appropriately

  • Working knowledge of office automation and Microsoft Office software products

  • Demonstrates flexibility and cooperative attitude when faced with change

  • Implements own and others’ ideas that improve production, organizational performance or result in cost or time savings for the department.

Essential Functions and Duties:

The Community Engagement Manager performs a wide variety of complex administrative, legal compliance, and specific event, communications, public relations, and marketing tasks which involve the exercise of discretion and independent judgment with respect to matters of significance to the Township.

The Community Engagement Manager directs and coordinates the overall communications, marketing, and public relations strategies of the Township, by:

  • Establishing a working relationship with the news media and serving as the primary contact for public interest stories related to Union Township;

  • Writing press releases, articles, e-news, newsletters, presentations and speeches and facilitating various communications about Union Township for civic associations, businesses, local networking groups, churches and organizations in order to promote Union Township;

  • Originating and developing creative, engaging, content-driven stories relying on creativity and unique perspectives to engage the public and market the Township’s services, programs, and residential and business opportunities;

  • Maintaining a strong, creative, and engaging social media, website, and community presence for the Township and associated departments to engage readers or viewers;

  • Maintaining the Township websites;

  • Maintaining electronic message signs;

  • Creating content, using graphics and new forms of media, to maintain, regularly update and enhance the Township’s various social media sites;

  • Establishing consistent and cohesive Township branding/image standards and assuring they are adhered to;

  • Planning and Implementing Township Events; and

  • Operating autonomously and without constant supervision, subject to occasional check-ins and editorial review of ideas and final content.

The Community Engagement Manager also:

  • Serves as a liaison for Township residents and business owners to ensure that requests for information and responses to complaints, problems, commendations and other issues are handled efficiently and expediently; communicates with Township departments in order to ensure issues are responded to in an appropriate and timely manner.

  • Assists with all aspects of Township special events; event budgets, creates sponsorship opportunities and policies, coordinates staff and/or volunteers, and designs and develops promotional/marketing materials ensuring that the public is made aware of important Township activities.

  • Supports the Union Township Community Improvement Corporation (CIC) with marketing strategies, website and graphic design, community engagement activities and networking opportunities. Performs other duties with the CIC as assigned.

  • Assists in the creation and implementation of the Township’s values, mission, and culture ensuring that all employees feel valued.

  • Supports the Administration and various Department Heads with the coordination of internal communications, implementation of employee trainings, and employee engagement/appreciation events, activities, wellness, and reward programs to create a highly engaged work culture

  • Perform other tasks as requested

Physical Requirements:

  • While performing the duties of the job, the employee is frequently required to sit and talk or hear, use hands to finger, handle, feel or operate objects, tools or controls, and reach with hands and arms.

  • Must occasionally lift and/or move boxes weighing up to thirty pounds. Specific vision abilities required by this job include close vision and the ability to focus.

Hours for the Position:

The normal hours for this position shall be 8:00 a.m. to 5:00 p.m., Monday through Friday, and the normal work week is 40 hours. However, given the nature of the position it is understood that the Community Engagement Manager’s schedule may vary from the normal work week in both time and location of assignment. The Community Engagement Manager may be permitted, with the advance permission of the Township Administrator, to work a flexible, hybrid schedule to set-up and manage Township events, employee engagement meetings and trainings, and to ensure the efficient and timely completion of other tasks assigned to the employee. Such schedule shall not average less than 40 hours per week as calculated on a yearly basis.

Attendance is an essential function of this position as the duties assigned must be completed on a regular, timely, and emergency basis.
